      I heared of smuglers who basically went out of their way to deliver VHS to north Korea.
      Data from China is also heavy watched.
      So it is a high chance, he was smugling some data across the border as well.

      No he was smuggling it as a PC part to resell, not to be a data broker. In China there's been a trend of people hiding and smuggling random tech parts in and out of the country, a few months ago a lady made a fake belly pouch pretending to be pregnant when she was actually trying to smuggle a comical 200 CPUs and some iPhones.

      Unlikely if he wanted to smuggle information all he need is a couple drives with high storage capacity. And no one would bat an eye or bother to check what’s on those drive. This guy is just smuggling drives to avoid tariffs, maybe if he only brought like one third of the amount drives he would have gone scot free as well but obviously the profit margin would be smaller.

      If it is sanctioned or the import taxes are too high yes it can be that expensive.
      In my country cars are at least 2x more expensive than the us or eu , the import customs tax ranges from 125% to 350% , so if you buy a bmw for 50,000$ you pay around 100,000$ in taxes (200%) so your total will be 150,000$
