Honestly, my idea would be to disguise as one of those "totally not utility places", black out windows, looking like nothing is there at all, but it's really being used to house things in public that would otherwise annoy the public a bit.
That would require MORE planning because it means you can't let even a little bit of light or sound out. If someone hears or sees that, it's basically 1-2 all over again.
